This document presents the results of the user requirements collection and analysis process and summarizes the elicited system requirements for the CUTLER privacy preserving cloud infrastructure. It includes a short presentation of the basics of available cloud models, with a focus on hybrid (public/private) cloud infrastructures, and discusses the main choices that have to be made for CUTLER's cloud infrastructure, in terms of virtualization platforms, data storage techniques, data processing

The adopted requirement analysis process was based on an iterative requirement collection, refactoring, and enrichment process, involving the four pilot cities (Thessaloniki, Antalya, Antwerp, Cork), the corresponding technical partners assigned to each of them (CERTH, SAMPAS, IMEC and BLP, respectively) as well the developer of the CUTLER cloud infrastructure (DELL). This process has culminated in a set of functional requirements that have been categorized with respect to each pilot case and also their importance.
