The aim of this study is to prepare a basis for future studies and contribute to the literature by developing a scale which reveals general perception of teachers regarding students of the school they work for. Likert type scale is used to develop the scale. The fourty-item scale has been tested on a group of 50 high school teachers for the pilot study and administered on a group of 300 high school teachers during the actual study. The contribution of the scale, which meets expectations and is made up of a single dimension, to the total variance is 41.791 %. The study has shown that item-total score correlations range between ,387 and ,742 when the significance level is considered p<0.01and that the difference between item-average scores of the top and bottom 27% groups that have been formed based on the total score of the scale are at the significance level of p<0.01. Cronbachalfa reliability score of the scale is ,959 and the split-half reliability is ,916.
