In order to achieve the goal, this study adopts a method of presuming the blockade probability of optional street section classified by width as the 1st stage, in the suffering area of the Hanshin-Awaji large earthquake disaster, considering the roadside quality in object areas, as the 2nd stage, to improve the model. In this manuscript, after verifying that occurrence of street dysfunction has followed to Poisson distribution concerning 1st stage, a method of calculating blockade per unit length is proposed.
