The IBM SanFrancisco TM initiative has established a tools strategy to address the complexities of framework development, including repetitive coding tasks, consistent coding style, and an overall compliance with the framework implementation. To address these complexities, the strategy includes an evolutionary approach to cross-tool and cross-tool-provider integration, the ability to address the needs of multiple development audiences, and the existence of multiple development scenarios.
