The study presents are construction of education policy implemented in Jembrana Bali. Unlike the education policy reconstruction done in previous researches, this study uses the theory of creative and innovative leadership. This study aimed at improving the quality and participation of society in supporting governmental services in education. The study applies SSMbased action research with the category of empirical research practice (Cronholm and Goldkuhl 2003). The result of the study shows
