Negotiated Order in Political Budget

The Local Government Budget (APBD) is the result of regional government policies that run from a series of long processes that involve discussions between the Executive and Legislative institutions. This opens up various chance and opportunities to negotiation for who have certain interests. more » ... qualitative method with phenomenological research type and Negotiated Order as a grand theory. Methods of data collection through participant observation, in-depth interviews, documentation. The results showed that there was a Negotiated Order process in political budgeting of Kubumaya Province in the form of a 'Rapat Setengah Kamar'. This meeting is usually held between the Executive and Legislative institutions related to the discussion of budget politics, which occurs continuously, creating a social order. Rapat Setengah Kamar, which is an informal meeting, has a big influence on the final result of the APBD.
