This research is participatory action research. Aimed for study the effectivness of HISBAH process to construct the participation for community member's for improve the quality of Islamic study management. This research action in community at Kalisa district, covered Islamic study's management both of formal education, non formal education and informal education. more » ... on in member of community for Islamic study management there were 6 steps; (1) step of development of volunteer to be leader, (2) step of creating framework of Mutasif's group, (3) step of making understanding in community about Hisbah process, (4) step of the verification of community's present situation by member in community, (5) step of assign the requirement of community on education and (6) step of integrate requirement to performer and finding the result. 2) the effectiveness of using Hisbah In Kalisa showed that can create sense of participation between member in community, reduced conflict and finding cooperation. Changed the way of dependent capitism to self-reliance and searching the local wisdom for integrated with Islamic study management.
