Methodological issues of regional resource base are marked and the need for improved methods of integrated resource assessment in the context of municipalities is identified. The algorithm of a comprehensive assessment of the territory's resources for tourism development is suggested. Resource assessment should be carried out by assessing the individual components of the potential resources and the integral value. On the basis of expert evaluation the list of the evaluation criteria for the various types of resources for tourism development is updated. The practical significance of the work lies in providing informational support for planning and strategic and tactical management in the field of territory planning and development of the tourism industry in Russian regions at the municipal level.
