The IEEE TRANSACTIONS ON CIRCUITS AND SYSTEMS II: EXPRESS BRIEFS is published monthly with a distribution of over 11, 000 copies. The field of interest covered includes analog, passive, switched-capacitor, and digital filters; electronic circuits, networks, and RF communication circuits; system theory; discrete, IC, and VLSI circuit design; multidimensional circuits and systems; large-scale systems; and nonlinear circuits and systems. This TRANSACTIONS consists of three types of publications. 1) Papers: Contributions in this section describe excellent and useful new results, ideas, or innovations that advance significantly the state-of-the-art circuits and systems; alternatively, they may present excellent tutorial expositions on topics of current interest. 2) Transactions Briefs: Contributions in this section describe good new ideas, results, or innovations that advance measurably the state-of-the-art in circuits and systems. 3) Circuits and Systems Tutorials: Contributions in this section present, in a clearly legible manner, expositions on topics of interest to TRANSACTIONS readers. These papers lucidly explain topics in a tutorial fashion with a minimum of mathematical description. These papers should be legible to EE non-specialists. They must possess a new or innovative slant in the method of presentation. The submission of a contribution is taken to manifest the fact that the submission has not
