This new scheme consists of two tiers in the case of the Ichinomiya River basin. Tier 1 is the river improvement to a certain level. Tier 2 is the basin-wide reduction in damage of

The paper discusses study frameworks and organizational structures to implement this new scheme, its application to prevent large-scale disasters in small and medium-sized river basins, and the consensus-building in local communities through risk communication. The paper concludes with thoughts on this new scheme's general versatility and applicability, presenting some points to consider in its application to other river basins.
