The system analysis was used in the course of illustrating the relationship between culture, economics and improving the welfare of the population. In general, work is sustained in the traditions of the civilization paradigm. The results of the work: the importance of culture for the development of the city was analyzed. The main prerequisites for the transformation and development of urban infrastructure are identified in accordance with the needs of the creative class.
