In 2003, Sudan joined the ignoble league of States disparaged for monstrous crimes against their citizens. The administration of Omar al-Bashir quickly garnered notoriety for genocide, war crimes and crimes against humanity perpetrated against the people of Darfur. Upon a UN Security Council referral, the International Criminal Court (ICC) made a futile attempt to arrest five persons most responsible for the atrocities.
