This study proposes a technique appropriate for reflecting users' behavioral habits in a deployment and compensation plan of fuel-cell-vehicle (FCV) fuel-supply infrastructure. A deployment plan using distance information such as a Voronoi diagram, etc. was combined with the analytical hierarchy process (AHP) in order to extend the plan by considering qualitative factors.
