Dynamic mapping method based on unequal importance of the video data is put forward in this paper. First of all, in terms of the three types of data A, B and C in data rate in H.264 using data partitioning, calculate their transmission error or loss within one Group of Picture (GOP) and the average distortion of current frame and following frames caused by them.
