Data collection techniques that will be used in this study are interviews, observations, and library research, and the development method used is the waterfall method with Data Flow Diagrams (DFD) as software design. Programming language using Microsoft Visual Studio 2010, database using Microsoft Access 2010 and software testing using Blackbox method. The result of this study is a system that will make it easier for officers to process birth data and make Neonate certificates more effective and efficient.
