STUDY OF THE BASIC NEEDS OF ATO EX-SERVICEMEN AND THEIR FAMILIES IN SOCIAL SERVICES

more » ... іального забезпечення на соціальні послуги для цієї категорії населення. Такий підхід передбачає постійне вивчення потреб ветеранів та членів їх сімей в громадах, де ці послуги надаються. З цією метою було проведено оцінку потреб військовослужбовців Збройних Сил України та інших силових структур, звільнених в запас, а також членів їх сімей, що беруть участь у проекті з професійної підготовки «Україна-Норвегія» в м.Ужгороді. Вона проводилася методами анкетування та «фокус-груп». Відповідно до завдань було визначено сфери життя ветеранів та членів їх сімей, які зазнали найбільшого впливу війни, досліджено потреби в соціальних послугах та окреслено фактори, що впливають на рівень їх використання цільовою групою. Вдалося виявити ряд закономірностей у використанні ветеранами соціальних послуг. Ключові слова: учасники АТО, ветерани, соціальна адаптація, дослідження, соціальні потреби, соціальні послуги. Abstract. Transition of Anti-Terrorist Operation ex-servicemen and their family members to civilian life is a specific challenge for the veterans and for the society as a whole. In our view, an adequate response should include shifting the stress from social provision to social services for them. This approach anticipates ongoing study of veterans' and their family members' needs in the local communities where the services are provided. For this purpose the needs assessment of the ex-servicemen of the Armed Forces of Ukraine and other law enforcement, as well as their family members, taking part in Professional Training Project "Ukraine-Norway" has been undertaken in Uzhhorod. The pilot study has been completed using questionnaire and focus-group. Based on stated objectives there was investigated the war impact on different aspects of veterans' life, in particular: health (physical, psychological, PTSD, addictions etc.), social life, family relations, general wellbeing (income, housing etc.), and employment. There were defined the needs of the veterans in different social services as well as obstacles which prevent clients from using them, in particular: long waiting lists, bureaucracy, distrust, low quality of services and self-reliance as a result. Finally, there were revealed several regularities in utilization of services by the veterans. In particular the veterans looking for help with PTSD are also more inclined to apply for assistance in the fields of health, social and family relations. The veterans' needs have a trend to "accumulation" -ex-servicemen with longer civilian experience tend to declare more needs in different services, including addictions, then their buddies who left army recently. Finally, the veterans with lower educational level tend to seek for psychological services, but those with higher education -for services connected to material wellbeing.
