This paper examines the nexus between human resources and persistency in innovation activities (product and process innovation) in the Baltic States (Lithuania, Latvia and Estonia). The paper builds a conceptual framework which links success and failure in innovation activities and the role of human resources in it. The research grounded on personal interpretation is based on literature review and recent social and economic growth indicators on the Baltic States.
