This study is one of very few studies which have investigated whether institutional reform is necessary for the success of financial reforms, and that the financial system of non-oil Arab countries does not function well unless it is accompanied by intentional good quality. Thus, the relationship between financial development and economic growth in these countries is indirect and requires the establishment of high-quality institutions.
