How can counter-public be described in times of freedom of speech in Austrian media? How does public media develop in the course of time? While Bertolt Brecht proclaimed the participation of the recipients through a feedback channel system and the radio pirates from the 1970ies to the 1990ies strived for the fall of the ORF-monopoly and for free access to distripute one's opinions through media, today a new definition of public media is indicated. more » ... the enormous development of the technical possibilities for communication but also from the wide range of provided contents. Taking into account the experiences of former radio pirates as well as of members of Radio Orange und Radio FM4 in comparison to the criteria of ideal free radio deduced from the document-analysis, a model is created on the theoretical basis. This offers a new perspective on the individual in various, interactive public media in mutual reference of public segments.
