This article proposes to present some elements that can contribute to analyze if the offer of quotas to people with disabilities to enter the career in the federal public system has been sufficient as an affirmative action. The empirical material is the set of information on contests, vacancies and filling of a federal university, from 2002 to 2013. The procedures adopted for this study consisted of a documentary research, which raised the notices of the public competitions held for admission to the technical-administrative career at the university studied. Also, contacts were made with sectors responsible for the selection and entry of servers of this institution for information on recruitment, selection and assistance to servers. The hypothesis is that the set of laws passed in the 1990s made it possible for people with disabilities to join, but in a small percentage, since vacancies in public were reduced and several positions were extinguished. It is concluded that there is a certain mismatch between the schooling of people with disabilities and the vacancies offered. Even though schooling does not guarantee jobs or guarantee the improvement of economic conditions, people with disabilities are still a minority in the highest levels of schooling and in higher workplaces.
