Bottom-tier institutions in Colombia have problems in hiring and paying professors, and some operate in rented buildings poorly adequate for teaching or research. Of course, along with control efforts by the government to change the problematic patterns there are several worthy endeavors of institutions in the middle, searching simultaneously for access and quality.
