In this work, we introduce the BBC-Oxford British Sign Language (BOBSL) dataset, a large-scale video collection of British Sign Language (BSL). BOBSL is an extended and publicly released dataset based on the BSL-1K dataset introduced in previous work. We describe the motivation for the dataset, together with statistics and available annotations. Here, we propose to use generalized linear models with the Tweedie distribution that can flexibly capture a large dynamic range of observed scRNA-seq data across experimental platforms induced by heavy tails, sparsity, or different count distributions to model the technological variability in scRNA-seq expression profiles. We also propose a zero-inflated Tweedie model that allows zero probability mass to exceed a traditional Tweedie distribution to model zero-inflated scRNA-seq data with excessive zero counts. Using both synthetic and published plate- and droplet-based scRNA-seq datasets, we performed a systematic benchmark evaluation of more than 10 representative DE methods and demonstrate that our method (Tweedieverse) outperforms the state-of-the-art DE approaches across experimental platforms in terms of statistical power and false discovery rate control. more »... Procurement Act, 2006 (PPA, 2006), and the Public Procurement Rules, 2008 (PPR, 2008). The procurement entity must disseminate procurement information through electronic medium i.e. Electronic Government Procurement (hereinafter e-GP). Despite passing over an era since its enactment, the role of the PPA, 2006 remains seriously under-researched area, specifically there is no research on the issue of the grievance redress mechanisms. The study has been done using a qualitative case study methodology, backed by both primary and secondary documentary analysis. Based on empirical data, this paper explained the role of digitalization in the process of government procurement and depicted changes that have been brought by the implementation of e-GP in government purchases. However, it concluded that the grievance redress mechanism in the process of procurement is only existing in the policy papers which need mandatory implementation for a transparent and accountable governance system. Despite the significant changes and up-gradation in digital government procurement, it is hardly found that the GRM process is digitalized. And the mass tenderers are yet to be acquainted with the improvised system apart from the consistent efforts of the government.

It also shows the comparison of thermal efficiency of CLPHP for different filling ratios with two different working fluids, water and ethanol. This device is a combination of lot of events and mechanisms like bubble nucleation, collapse and agglomeration, bubble pumping action, pressure and temperature perturbations, flow regime changes, dynamic instabilities, meta-stable non equilibrium conditions, flooding, bridging etc. All contribute towards the thermal performance of a device. But, such a complex operating mechanism is not understood well yet and the present state of the art cannot predict the required design parameters for a given task. The aim of research work presented in this paper is to better understand the heat transfer characteristics of these mechanisms through experimental investigations. Experiments are conducted on a CLPHP made of capillary tube of 2.2mm inner diameter. The heat transfer characteristics and the performance of the CLPHP are investigated for filling ratios of 100 %, 82.5%, 63%, 41.3% and 28%. The results indicate that the performance of this device changes with the changing of working fluid, filling ratios and heat input.
