Abstract
The aim of this paper is to make an assessment of the elite sports climate in Romania, in order to conceptualize how should elite sport policies function so that the high performance athletes can train and perform in most favorable conditions at each phase of their careers. The basic idea that emerges from the trend identified by many specialists is that high-performance sporting success can be achieved through strategic investments in this area. The article presents the conclusions of a study based on a questionnaire applied to the managers of the Romanian National Sports Federations. The questionnaire is divided into 10 parts which aim to obtain qualitative and quantitative information on the determinant and conditioning factors influencing the Romanian athletes' development system: governance, communication, strategies, athletes development pathways, athletic and post-career support, training facilities, coaching provision and coaching development, national and international competitions, scientific research The managers have assessed two main dimensions: the importance of each factor and the perception of the existence of the performance factors in the Romanian sport system. The findings suggest that some factors could be regarded as possible drivers of an effective and sustainable athlete' development system. Also, the results will explore the relationship between the elite sport policy systems and the international sporting success. Abstract The internationalization of sport at all levels, professional mobility in continuous increase and creating a single labour market (European), require the formation of managerial skills and sports management, which will provide the specialists in the field a reference, allowing them to become more performance and efficient. Analysing the training programs of specialists in the field of physical culture and identification of introducing the studies discipline specific to sports management will contribute to the specialists training , improving the distribution of financial resources in sport, and not least the more efficient use of human resources. Thus, it is necessary that during the training of physical education and sport teacher, this one to acquire also its sports management techniques. However, current investments of public funds, supporting the sport for all must be maintained, if they cannot be developed, despite the economic recession. This idea finds its justification in social values and benefits created by sports practices. In this context, it must be proved and argued the value of sporting activities reflecting community goals and objectives that intends to serve it.
